40 DAYS TO CROSS
OVER IN CALIFORNIA
May 1st to June 10th, 2008
The Call to 40 Days of Prayer:
Following the Cross Over Conference from April 19 to 26, leaders in consultation with Chuck Pierce sensed an urgent need to corporately seek God for California to cross over into God’s destiny for the state. Chuck pointed out that California will be the proto-type for the nation. He pointed to a window for this shift to happen that will close following the 40 days between Passover and Pentecost making it urgent that we call a state-wide call to prayer and for those who are so lead, to fast. We are fasting for God's new structure (wineskin) and government to be revealed.
Alignment with Israel, God’s first born nation, is crucial for crossing over to inheritance in California. As representatives of the tribes in Joshua’s day crossed over in advance of the Ark at Jordan, the host Native Americans in our land are being asked to go before this crossing over in California. Messianic Jewish leaders are bearing the Ark of the Covenant into the river to lift up before us the covenant promises made to Abraham. (Joshua 4: 1-6). More on this at the end of this proposal.
An attachment will be sent out with this call to prayer giving a summary of the issues brought forth at the Cross Over Conference and can also be seen at the web site at www.praycal.org. Here are some key words given for California:
Shaking in California
California is on God’s radar this year. Because you are here at the Passover you can decree and it will happen. It is a day of inheritance. It is California’s time to pass over. God has His eyes on San Diego. There will be a shaking in the North that will reverberate all the way down to San Diego. It will cause a change on the borders of San Diego. This will be a year of changing of borders.
Timing in the State
Things that occurred 40 years ago in California must pass away now or the slavery issues will accelerate across our nation in a new way. Tonight we will declare they will pass away. This is a governmental year. Therefore, there will be an acceleration of slavery or freedom in this nation. The Lord showed me California will be one of the greatest influences over the course of this nation. We have come full circle. It has been 10 years since the prayer movement started in 1998. We are now at a gate to reclaim what is remaining to be fulfilled.
The end of this season has come this night (April 21) and the beginning of a season will develop in the next 3 months. You will say that a move of God has come into California by the end of 6 months. The Lord would say, ‘I have come to tell you to break agreement with slavery and watch Me move. Move against anti-Semitism. Watch Me move in the hospital system of this state and the medical system, that is what I have come to shake. I will shake certain medical structures as signs that that which has been held in place in this nation will no longer be able to control a nation.’

Prayer Points Strategy: There are 13 Cries for Mercy below to declare morning and night during 40 Days of Prayer for California to shift from May 1st to June 10th along with specific spheres of influence called the 7-Mountains: Business, Education, Government, Religion, Media, Family, Arts & Entertainment. In ancient Israel the 13-Mercies of God were prayed over the nation morning and night. There are 13-Mercy prayers below for California and Israel morning and night to align with God.
Sun: AM-Mercy #1 Adonia: God remembering His Love to us.
Decree & Declare: The shutting of doors to the things of the past that would hinder us from knowing the fullness if God’s love.
Proclamation: Release the forward movement and momentum to go through the gates God is opening for us individually and corporately. Proclaim a release of God’s love in Israel. (Psalms 89: 3,4,27)
*Business Sphere: Apply this to the Sphere of Business, technology, inventions as one of the 7-Mountains.
Sun: PM- Mercy #2: Adonai (YHVH) He saves us from the suffering we deserve when we repent from our sins. We return to and acknowledge His love for Israel.
Decree & Declare: This next 40 days the promises God has made in the past for you and your region will come forth remembering that we have a new inheritance through Christ to Abraham’s seed. (Gal. 3:29; 2 Pet 1:4)
Proclamation: A release of the faith to receive the promises of God through faith for California and for Israel.
Mon: AM- Mercy #3 God (EL) God’s Omnipotence. (All Powerful to defend and perform miracles)
Decree & Declare: A Crossing over into inheritance for California and Israel.
Proclamation: A Remembrance and praise God for what He has done in the past to set you free and ask Him to release His power for deliverance in your life and in California. We are crossing over! Claim Isaiah 62:6, 7 that God will make Jerusalem a praise in the earth.

Mon: PM- Mercy #4 Merciful (rachum) His protection from destruction. (Deut. 4:31)
Decree & Declare: The blood of Christ over your home and life and set a boundary against the enemy. Pray protection over the boundaries of Israel for divine intervention this year.
Proclamation: Proclaim a breakthrough for California & Israel to receive inheritance.
Tues: AM- Mercy #5 Kind (chanun) - Denotes free gift (grace), the goodness of God
Decree &Declare: The opening of blind eyes to the truth of God’s love and mercy.
Proclamation: Proclaim a release of new revelation from the goodness of God that will bring a shift in California and in the Middle East.
*Governmental Sphere: Apply this to the Sphere of Government as one of the 7-mountains.
Tues: PM- Mercy #6 His Mercy is slow to Anger (erech apayim) – He is patient for repentance to come forth.
Decree & Declare: The prayer movement will shift from a “prayer movement” into “a kingdom movement” supported by prayer because of the Mercy Covering of Christ is releasing over California and Israel resulting in manifestations of His presence. (I John 2:2) “Propitiation” = Mercy Seat Covering
Proclamation: Proclaim alignment of the prayer movement with the new order of God.
Wed: AM- Mercy #7 Tremendous Love (rav chesed) – He tilts the balance of judgment by adding His Love and mercy on the scales of justice.
Decree & Declare: The shutting of the door of the past and the opening of a new beginning establishing justice in California and in Israel. (Romans 5: 18)
Proclamation: God’s Mercy will cover our sins and transgressions. (Hebrews 8: 10-12)

Wed: PM- Mercy #8 Tremendous Truth (ve-emet) - He makes His Word come true. He is faithful.
Decree & Declare: This state will be in covenant alignment with God’s purposes for our state and in alignment with Israel the first born nation to bless and pray for the peace of Jerusalem. (Ps 122: 6)
Proclamation: The Word of the Lord will release to us present truth to guide and direct us into the future.
Thurs: AM- Mercy #9 Commands His Blessings (notzer chesed la-alafim) - His blessings are reserved for our descendants. (Exodus 20:5)
Decree & Declare: The Lord will expose any strategies the enemy has to attack family, synagogues, churches and that He will shake the medical system because of His faithfulness to bless those who bless Israel. (Gen 12:3)
Proclamation: The Watchmen in this state will arise and watch over the Word of the Lord.

Thurs: PM- Mercy #10 Forgiving Deliberate Sin (noseh avon) – He forgives deliberate sin when we repent. His mercy brings about repentance and restoration.
Decree & Declare: God to release His wings of healing in our state and in Israel as the Son of Righteousness arises with Healing in His wings. (Malachi 4:2)
Proclamation: The people of God in California will obey the command in Luke 4: 18 to proclaim Good News to the captives.
Friday: AM- Mercy #11 Rebellion (va-phesha) = A sin done to spite God. He forgives rebellion when we turn to Him.
Decree & Declare: A turning away from the god of mammon and greed resulting in a transfer of wealth in the state for God’s people to honor Him and bless Israel.
Proclamation: The people of God will feed the poor, care for those in prison and the orphan and widow.
*Sphere of Religion: Apply to the sphere of religion as one of the 7-mountains.
Friday: PM - Mercy #12 Forgiving the Sin of error (ve-chata’ah) - A sin done inadvertently.
Decree & Declare: We will shift the state now into a new order that will allow us to turn from the sins of omission and bless the poor, needy orphans and widows in our state. Ask His forgiveness for neglecting His first born Israel and for strategies of how California can invest in Israel. (Matthew 25: 32-40)
Proclamation: A new alignment with Israel to bless and pray for a release of great salvation and deliverance for the people of Israel.
Sat: AM/PM- Mercy# 13 He cleanses (ve-baketh) - God cleanses those who repent of sins done in hidden places. (Ps 19:13)
Decree & Declare: A release of the presence of God over His people creating a Sabbath Rest from sin resulting in the increasing of the presence of the Lord for California and Israel.
Proclamation: Proclaim the Fear of the Lord will bring the people of God into a new holiness and reverence for God in our midst.
*Media Sphere: Apply to the Media sphere as one of the 7-mountains.
God made a covenant regarding the 13 Attributes in Exodus 34: 6-7, 10. The Jews believe that in this covenant, whenever the Israelites would recite these Thirteen Attributes of Mercy in a time of trouble, God would come to their aid.
Application:
There are multiple ways to pray and fast during this time. Ask the Lord what you are to do. Some regions may be able to take a week and have fasting and prayer while others may pray weekly through the points above during 40 days. Here is a possible way for the 8-regions to collaborate by each taking a week to pray. Some leaders felt that Fasting & Prayer would be important for breakthrough but this is an individual choice.

3. Central Coast: May 17 – 23
4. Central Region: May 24 – 30
Mountain Region
5. Southern Region: May 31 – June 9
San Diego Region:
Statewide Gathering: There is a statewide gathering potentially planned at the end of this call to prayer. A suggestion is to hold it in Sacramento for the Dutch Sheets and Chuck Pierce State Gathering. During this time of intercession, words and insights received can be shared with state leaders by emailing them to: Pastor Steve Dittmar, Jerry Bowers, or Marilyn Noorda.
Native American & Messianic Participation:
When the Ark of the Covenant passed over Jordan there were 12 people representing the tribes who went before the Ark of the Covenant followed by the priests. There is a divine order to cross over in California (Joshua 4: 1-4) Those going before the Ark in this crossing over are the Native Americans of California. They are worshiping Jesus Christ and proclaiming the blessings of Abraham upon the land so there is an alignment with God’s first born nation of Israel. It is important for the drums to call out in the state morning and evening during the 40 days. The Jewish Messianic believers are represented by the Priests carrying the Ark of the Covenant who went and stood in the river Jordan. This resulted in the parting of the waters so the people could cross over. In this divine order is pictured the alignment God has for California and the nation. As we get in divine order we will see breakthrough and the release of inheritance for all in California. The Messianic leadership is being asked to provide prayers of blessing to be released during the 40 days over the 7-Mountains of influence in the state. At the end of the 40 days for the state gathering, Native American-led worship and proclamation like we saw at the Cross Over Conference will be a key for the release of our inheritance.
Native American Delegation Prayer for California:
At the Cross Over Conference on April 21, 2008 this prayer was prayed for California by the Native American Delegation.
“We love our home and native land. Our prayer for California is that this land will become a habitation for the Lord and not just a place of visitation. Our hearts cry is people from the nations will come and be saved when they step on the land. No one will have to lay hands on them. The earth is the Lords and will bless them from the feet up when they come to this state.”
Lynda Prince prayed over Pastor Dittmar a new season and asked that the Lord would tear off all of his old war clothes and give him new garments. I sensed this blessing is to go out to all those prayer warriors and leaders who have labored during the past 10 years in the prayer movement in California. I agree with this prayer that God will “Tear off all of your old war clothes and give you new garments of praise and strength.”
Messianic Blessing Prayer: Numbers 6: 23 – 27
“The Bless you (California) and keep you; The Lord make His face to shine upon this state, the Lord be gracious to the peoples of California; The Lord lift up His countenance upon you, and give peace to all the peoples of this state. May He put His name on the children of Israel and those who bless them.”
